Philip Murray, Commissioner (Retd)

Philip Murray culminated in 2000 his 38 years in policing with the Royal Canadian Mounted Police (RCMP) with over 6 years in the top post of Commissioner of the RCMP. Mr. Murray has made significant contributions to shaping both the RCMP and law enforcement generally, to meet the many challenges of modern policing in the 21st century. These include: championing the community policing model adopted by the RCMP, meeting the diverse needs of communities across Canada; building and strengthening productive and positive working relationships with police partners and others, in Canada and around the world, to encourage the development of shared solutions to critical law enforcement and governance issues; encouraging innovation and investment in technology to address crucial policing challenges; and leading the collaborative and proactive development of enforcement and prevention strategies to address major security threats and risks.

Among his experience since his retirement is that of Fairness Commissioner in several complex major public sector contracts, Member of the Research Advisory Committee, Ipperwash Commission of Inquiry into Aboriginal relations with the police, Member of the Advisory Panel, Cornwall Commission of Inquiry into Historical Sexual Abuse, Vice-Chair Ottawa Hospital Board of Governors, Member Board of Directors and Governance Committee, Garda World Security Corporation and Vice- Chair Strategy, National Security Group.

James (Jim) H. Fraser

Jim Fraser is the principal in Fraser and Associates, Inc., a company he founded that is involved in various aspects of training, training development, security and consulting. He previously served as the President of SoftRisk Technologies Inc. The company developed and marketed the SoftRisk for Windows emergency management software product. In October 2007 SoftRisk was acquired by Black Coral Inc. Jim consults with the Black Coral management and development teams on the transition and integration of SoftRisk into their suite of situational awareness and GIS products. Jim has a law enforcement and military background and retired from the US Army as a Colonel, US Army Military Police Corps . He spent a major portion of his military career directly involved in various aspects of anti- and counterterrorism and special events. Jim headed up the Army's proponency office for Terrorism Counteraction and developed their first training circular on the subject (TC 19-16 Countering Terrorism on US Army Installations).

In his last four years in the Army (1987 to 1991) he was loaned to the Federal Law Enforcement Training Center (FLETC) at Glynco, GA. He was recruited by FLETC to assist them in the development of their antiterrorism training programs. He continues to teach in their programs both locally and overseas on a contract basis. He teaches various aspects of terrorism to include contingency planning and crisis management for terrorist incidents. He also has extensive experience in special events, both as trainer and as a player, having active involvement in various operational roles. These events have included the 1984 Summer Olympics, the 1987 Pan American Games, the 1990 Presidential Inauguration, the 1990 Economic Summit of Industrialized Nations and the 1996 Summer Olympic Games in Atlanta, GA.

Jim is the designer and a lead facilitator for the California POST (Peace Officer Standards and Training) Master Instructor Development Program. An innovative, year-long training program designed to develop a cadre of skilled and competent trainers capable of employing adult, experience-based learning techniques in the law enforcement classroom. Jim is a recipient of the Institute of Criminal Investigation (ICI) Excellence in Instruction award and the recipient of the Robert Presley Founders Award; given annually to individuals who have made significant contributions to ICI. In 1991 Jim was inducted into the Fort Benning Officer Candidate Hall of Fame. He is the lead developer redesign of the Mass Fatalities for Coroner Managers Course and teaches in various aspects of the course to include managing a creative mass fatalities table top exercise. He also teaches in the ICI Terrorism for Investigators Course.

He coordinated the development of the Broward County Terrorism Annex to their Critical Response Plan with emphasis on responding to a Weapons of Mass Destruction (WMD) incident. This process included planning, training, drafting the annex, conducting a full-scale WMD related exercise involving all members of the county EOC and their Emergency Support Functions (ESF's). Following that exercise the plan was finalizing based on the experiences and input gained from the exercise.

Robert N. Fischer CMM, CD, P.Eng
Lieutenant General (Ret’d)

A native of Montreal, Robert (Bob) Fischer attended College Militaire Royal de St-Jean and the Royal Military College of Canada. He graduated in 1964 with a Bachelor’s Degree in electrical engineering and was commissioned into the Corps of Royal Canadian Electrical and Mechanical Engineers (RCEME). Bob finished out his military career as Lieutenant-General retiring in May 1996 after 37 years of service.

In 1997 Bob joined General Dynamics Canada as Vice President Business Development and Government Relations. Bob is a past President of the Canadian Association of Defence and Security Industries; he is the current Chairman of the Canadian NATO Industry Advisory Group and a member of DND’s Defence Industry Advisory Committee.
